This operation has been cancelled due to restrictions in effect on this computer – Outlook 2007

User receives error: “This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator.” When clicking a hyperlink in Outlook.
Resolution:
- First try and set Internet Explorer 7 as default.
- Do this by opening Internet Explorer and click Tools -> Internet Options.
- Then click on the Programs tab.
- Then select the Set Programs button.
- Then select Set Default Programs.
- Choose Internet Explorer and set it as default.
- If you are using Internet Explorer 6 after selecting the programs tab, select the button to make Internet Explorer default.
Resolution 2:
- On another computer where the issue does not occur, click Start ==> Run, and type regedit.
- Locate the following registry key: HKEY_Local_Machine\Software\Classes\htmlfile\shell\open\com.
- Highlight the command folder and select File -> Export.
- Save the registry key to the desktop.
- Copy the good registry key to the problematic computer and double click the file. It will ask you if you would like to change the registry.
- Click Yes then test the issue on the computer.
- The issue should now be resolved.
